About Belle Plaine’s Downtown Festival : The Downtown Festival is celebrating 40 years of springtime tradition in downtown Belle Plaine and is dedicated to fostering the spirit and growth of the community. We are a volunteer-organized festival whose mission is to improve existing events and identify new ideas that will be innovative, creative and entertaining; as well as cultivate enduring collaboration, fellowship, and participation by being attentive to community’s interests, needs, and quality of life.
